There is a bug in InDesign Server's ScriptArgs implementation where it does not support UTF-8 encoded strings. You will see this problem when you pass UTF-8 strings to InDesign Server via SOAP.
We were having a problem like this, when using a C# .net web service SOAP client, and trying to pass UTF-8 characters as a scriptArg value to IDS running on OS X Leopard Server. We were able to get this to work by implementing the following:
