Form Manager has been replaced by a module called "Workspace" in LiveCycle ES.
Workspace does take a more process-centric approach to forms, in that there are workflows associated with each form:
- one to render the form (which may include prepopulation, based on, for example, the user who is logged in - something that wasn't possible in Form Manager)
- one to deal with the form submission - which may include extracting the data, assigning the form to someone to approve, etc
Workspace is built in Flex, and looks great. Adobe also provide the source code, so you can skin and tweak it yourself.

PS You don't actually buy Workspace as a separate component, it is bundled with other LiveCycle components.

The replacement for LiveCycle Form Manager 7.x is LiveCycle Process Management ES. You will find more details in the Adobe LiveCycle ES Upgrade Center, http://www.adobe.com/products/livecycle/upgrade.html
Many of the web-based features of LiveCycle Form Manager 7.x are now available through LiveCycle Workbench ES.
