Are you setting up a Museum?
PageMaker 1 ran on very early Macs. I recall running it on a MacPlus. It might even have run on earlier machines than that. It worked off floppies, if memory serves.
I don't recall exactly when 2 and 3 came along. I'd guess that 2 was around 1989 and 3 something like 1992. But just which version of Mac OS was the norm then has long-since slipped my memory.
Not much help, I'm afraid.

Someday I want to pick up an old 1st-generation Mac to add to my museum of antique technology. I've already got the system disks and disks for PageMaker 1.0 and Microsoft Word 1.0, all with original documentation. Yeah, I'm a geek. :-P
Brutus Maximus does that documentation you have for pagemaker 1 say anything about system requirements?
I'll have to dig it out and see. It may take a while to find it....
I believe my Mac Se which i still have and operate--just for grins--has os 7.6 and ran aldus pagemaker 3.
I think 8 took pagemaker 4+ and 9+ will run the 6+ apps.
I run my pagemaker 6.52 on os9.1 on my mac clamshell.
I may have a copy of 8 if you need it. don't know about 7.6 tho
