I had the same problem with one computer. Two other computers could open the template files so the problem was not a corruption problem. I tried everything in the Adobe help files and Tech Support refused to help. I finally uninstalled the program and reinstalled it and everything seems to be working again.
I don't know what caused the error but suspect something that Microsoft updated was to blame. Just before the problem occurred the computer was updated to SP3 for Windows XP but I can't be sure that is the problem as one of the other computers is also on SP3. But the two computers have different versions of Office so that may be part of the problem. The problem computer has Office 97 while the other has Office 2003.
Part of the problem is that PM is ancient. PM7 is an enhanced verson of PM6.5, which is over ten years old.
Using PM7 on a Win2K PC is probably your best option for stable operation.

I had the similar problem since long. Nothing helped. I even tried InDesign. Two months back, was struggling to open and could open that file of
pagemaker 6.5. Similar trick was useful in opening other files. Send any small file to try the trick. If I could open, I will share the trick.
