I don't always fill in the location field and never noticed the "unknown location". I fill in location if there is something else to say besides city, state and country or if it isn't in a city (very often for me).
Under unknown location (gee, I have only 10523 of them out of 15000 pictures) I don't have any "structure" either, but you can just ignore that part and go up to the country, state, etc. Maybe this category just informational.
I care more about "unknown city". It's not IN A CITY. How can it be known? Or what about countries that have no states? It's not that it isn't "known". OK, it isn't known, but it can't be known either.
Now that I'm looking at it, I'm getting enough tags in there that it almost looks useful!
I think this section needs to be thought through a bit better. And there must be a better word than "unknown". -

I have 63 images that say "Unknown Location". SO, I entered a location - they already had a country, state, and city value. BUT, even after entering a location, it STILL doesn't change the metadata from Unknown location to the entered value... After adding values for location I STILL have 63 images with "Unknown Location"... After writing metadata to files, STILL "Unknown Location"... Did an "Update DNG Previews", still "Unknown"...... Read metadata back in from files, still "Unknown". SHUT DOWN LR, still "Unknown"... I finally did a shutdown and optimize, and when it finally came back up the metadata was FINALLY changed...
Is there some OTHER way to tell LR to update this? -

And while you were pressing to get the update you did make the program consume time for the operations you have started and so even more slowed it down.
The numbers in the metadata browser should, I guess, be understood as asynchronously generated statistics that may well be a bit behind. So the a answer to your question about the other way to tell LR to update this is most likely "go get a coffee" ;-)
