Could you tell us what OS you are using? And how you install the .air file?
And the best way to find out is always getting an installation log and post it here. To get the installation log, create a .airappinstall.log file in your home directory.
Thanks. I downloaded robohelp_airpkgr.exe (actually, uninstalled, downloaded and reinstalled) and clicked on it to install WebHelpPackager.exe and all the related files. OS is Windows XP Media Center. I do not understand how to create the log file you mention. When I run Packager, the Help will not operate. When I click on PackagerHelp.air I get a message in Application Install that the air file is damaged.
To get the installation log file, open a cmd shell ( select start\run, type cmd + return)
Then create a .airappinstall.log by typing command:
echo blank>.airappinstall.log <return>
After you try the installation, then open the .airappinstall.log file and post the content here.
The log file contains:

The AIR file is not packaged correctly.
I downloaded the file from http://help.adobe.com/en_US/RoboHelp/AIR/1.0/PackagerHelp.air
and the file is not a valid AIR file.

I think it should work fine on windows XP
after the adjustments.
