This is going to sound stupid, but I'm pretty sure that with the free
version, you can't include captions in the slideshows. I would THINK... that
this means the same for email. I obviously wouldn't recommend upgrading to
the paid version just for captions, but you could always look at the trial.
There might be more for you and then it would be an idea.

My observation is different here. With Starter Edition, when I email my photos then caption travels along with photos.
As I know, caption information is written into the image so when image is emailed (PDF slieshow or individual email) then caption is also emailed.
After email, where are you trying to view the caption? I would suggest, import the emailed photos back into Starter Edition and then see. Caption should be there.

I discovered how to add a caption (by right clicking on the photo, then selecting the "add caption" option BUT
1) the caption does not email with the photo and
2) the caption does not reappear when I view the photo later
You working on PSE 6 or some other application.
there is a checkbox stating Include caption when we choose images in photo bin for e-mail attachments.
