You should be able to just right click on the icon and click disable,
however there is a more effective way of shutting it down at startup if
that doesn't work.
You can go to Edit>Preferences>Photoshop Services and then uncheck the check box against "Automatically check for new services and updates."
Alternatively,you can go to Help>Check for updates.Then once the check is complete you'll get a dialog box with the buttons "Quit" and "Preferences" in it.Click on preferences and uncheck the box against "Automatically check for Adobe updates" present at the top of the box.Hope that this helps you.
