I think that you will have an icon related to the PSA 3 SE Photo Downloader in the System Tray on the lower right corner of your screen. It should have choices allowing you to turn it off.

You can right click on it and select the option, but it will come back next time you reboot or start PSA SE. To get rid of it permanently: In Windows Explorer, go to C:\Program Files\Adobe\Photoshop Album Starter Edition\3.0\Apps and reaname the file apdproxy.exe to something else [like "apdproxy-save.exe"].
Kodak EasyShare software syncs up with the Kodak Easy share V530 camera. BUT I can't seem to get Adobe Photoshop Album Starter edition or Photoshop Elements to recognize the camera.
The camera sits in a dock and the dock is connected to the PC via a USB.
I don't really want to uninstall the Kodak software but I will if that is the source of my problem.

If the canera doesn't appear as a "drive", that's what you'll need to try.
