PSA SE 3 [and PSA 2] are basically earlier versions of the technology in PSE 3/4 Organizer. The folder tree was added later.
If I upgrade to Photoshop Elements, will I be able to share photos using Eudora? The trial version I downloaded doesn't list Eudora as an option, and it doesn't have the "Burn to CD" option. Dang!

PSA SE is not a "trial" version - it just has limited functionality.
I suggest that you do 2 things:
1) Download the 30 day trial version of PSE. This is fully functional and will give you a good chance to figure out if it does what you want.

BTW David, the latest update to PSA SE does have a burn to CD facility.
How do I save to a folder on my hard drive? WHen I scan with my HP 1610 scanner, it defaults to some destinations temporary folder deep in the system where it's hard to locate and move. How do I save to a folder, and then change the default?

You cannot move an image file using PSA SE. I guess the best thing is to move it using Windows Explorer then Reconnect in PSA SE.
You can set the default destination for scans with Edit/Preferences/Scanner.
