All that information is in the My Catalog.PSA file, which is in Docs&Settings somewhere. Did you back all that up before the OS upgrade?
Do you have the Starter Edition of the full product?

I have a problem with reconnecting missing files. When I origionally took the photos out of My Documents and put them in Photoshop Album, I didn't think I needed them in two places, so I deleted them out of My Documents. Now whenever I try to do something with these photos, I get the message to reconnect to missing files. I can't do this because the files aren't missing, they have been deleted. I also have the little red split icon on the bottom of each photo. Is there a way of solving this problem? Everything I try, doesn't work.

Unfortunately, you were mistaken. PSA SE does not keep a copy, it is simply cataloging what you have and creates little thumbnails to show you.
Have you got a backup from before this error?
Have you looked in the Recycle Bin?
