What do you mean "downloaded to". Do you mean that PSA automatically opens
it? This is simply because when you installed it, it made itself the default
application. If you right click on one of these image in Windows Explorer
and then click Open with... and choose the application you want to handle
the images (and ensure the "always do this" box is checked), then PSA will
no longer to do this.
Sounds like your watched folders include the one where images are cached to.
I am confused by your response. What is a watched folder and how do I make it so any picture is not automatically saved? It is not automatically opened but it is saved in either adobe photoshop or my windows picture and fax viewer. Can you suggest how I can get this to stop?
Look in Edit/Preferences - that's where you can adjust the behaviour.

Why are you talkingabout microsoft picture viewer? I was referring to Photoshop Album Starter Edition.

Windows picture and fax viewer just shows the images of the selected folder.It does not save/catalog any images.The images from internet are getting downloaded automatically to a folder on your machine and when you open Windows picture and fax viewer, the images of the selected folder are shown.
Please check if you have any software like Image Co-Tracker which is a tool for creating the database of images from the Internet. It automatically captures the image itself, its Internet address, the Internet address where it refers to, its name and date of adding to the database.
