2) You have a means to write tags as IPTC keywords [bit fiddly], but that doesn't replace the catalog. Just tags stored in image files would be rather limiting.

Cause I want it. I have thousands of pictures that are not tagged by date or anything else, but are in folders according to date. I have thousands of pictures that are in files according to what they represent, but not embedded keywords to necessarily show this. In order to get these thousands and thousands of pictures tagged correctly, I need more of a file browser.
I would have thought that folder view would do the job. If you have a folder full of, say, flower pictures, you can select them all with one click an apply a "flower" tag to them. Likewise, if you have a folder full of pics from a particular month/year, you can set the date on the lot. Why don't your images have dates? Are they all scans?
1/2 are scans, 1/2 are thanks to microsoft's early handling of meta data. Lost the meta data on most of my pictures. :(
Does Album 3 write the keywords to the file automatically, or do you have to do something special for that.

Not routinely. It does when you do certain things with an image. But mostly you have to do it explicitly.
Warning: it writes the tags, it doesn't have any means to change or delete them. I wrote a tool to delete them to get around this.
