I cannot find a way to get riding of this £$%%ing thing either. It's not a process that needs stopping and it isn't in the startup folder. I have to terminate it by hand each time it appears. Grrrrr.
I also do not like it. I wrote them a user survey on it telling them to add that feature. I cannot find a way to stop it and I want
to be able to control the photo downloader. Double GRRRRRRRRRRRR
Right click on the Icon and say 'disable'. That should work across sessions and reboots.

No it doesn't. I did that and the darned thing still appears in my tray. If I right-click on it now I have "enable" as an option. How do I just make it go away entirely?
You are right, thats the way it is as of now. It will stay there but it will stay dormant.
Somehow too many fine controls are not yet provided. Feedback taken.
But surely there must be something that starts it [albeit in a dormant state] when I reboot. Where is that and how do I stop it?
This software may be free, but that's no excuse to "pollute" people's machines. I am a user of PSE 3 [and also have PSA 2]. I only installed PSA 3 SE in order to try to help users on the forum. I think I'll give up on that idea.
I understand the need but have nothing to offer, as of now. I know and others would agree that you have been of great help to fellow users on SE and I think the idea of giving up on that wont benefit any of us.
As I wrote in my previous post, PSA SE 3.0 is not giving those finer controls, possibly they should be provided.
Try this with regedit:
HKEY_LOCAL_MACHINE\SOFTWARE\Microsoft\Windows\CurrentVersion\Run\\Adobe Photo Downloader
Just delete this key, and the loader will not load!!!
I have also removed all references to 'Adobe photo downloader' through reg edit. (just deleted the entire folders)
Rebooted ... no downloader :-)
Loaded PSA3, and it seems to work fine, and did not launch downloader either :-)
At worst, all I need to do is re-install PSA3
