Especially since it can create them. Like being able to write without being able to read.

Actually you can, but it's a very secret handshake. I kind of wonder why that is, though.
Anyway, run the 32-bit version of Photoshop (not available on 64-bit) and go File>Import>Video Frames To Layers. Then navigate to your folder and type in the full name and extension of the file you want to open. You won't see them in a list - you HAVE to type in the full name and extension. Hit Enter and watch in awe.
Now you know the secret handshake; pass it on.
You van even do that with the images that are on the web. Just paste the entire gif URL into the dialog box.
So, you can do it, but let's keep this feature request active by saying that it should be more "intuitive."
