I am looking at it a bit and realizing that it is doing exactly what I asked it to do - but I asked it to do the wrong thing.
I want to strip the characters out of the VALUE of cst_phone not out of the FIELDNAME cst_phone.
So any thoughts?
How you do this depends mightily on what database you are using.
Always provide that information for query related questions.

Ok, MS Access does not support regex directly, so we are going to use a very simple user defined function.
Use the attached instructions and code to create the UDF in your database.
AFTER you have created the UDF, this query will work:
cst_AccountNum = '#attributes.accountNum#'
sStripPhoneString (cst_Phone) = '#REReplace (attributes.telephone, "[,.-]", "", "ALL" )#'
