Video Capture files stutter in editting window & export

I'm working on a training DVD, and there are some parts where some video captures are nessecary from the computer. When I look at them in Windows Media Player, they seem fine but when I import them into Premier they stutter in the editing window and in export.

Not your typical stutter either, not choppy, more like at times I see the mouse in two different places at once. More like a seizure, I guess. They are in AVI format:

      File Path: C:\Documents and Settings\All Users\Desktop\TemplateMakerDVD\Voiceovers\calibration.avi
      Type: AVI Movie
      File Size: 46.5 MB
      Image Size: 1280 x 768
      Pixel Depth: 1280
      Frame Rate: 20.00
      Total Duration: 00;02;09;10
Average Data Rate: 368 KB / second
      Pixel Aspect Ratio: 1.0

      AVI File details:
      Contains 1 video track(s) and 0 audio track(s).

Also, is there an easy way to convert the files to a proper aspect ratio without losing the readability of the words on the screen? The scale funtion seems to screw over the readability when I export (I'm working in 720x480; 4:3)

Thank you so much in advanced for your time.
