I resolved this by going into "My Documents\Adobe\Premiere Pro" and deleting the folders in there.
I'm not sure what the repercussions are though...
I think it worked. I went in and made a backup of the files in the My Docs/Adobe/Premier folder and deleted the existing files that were in there.
It appears to have reset itself. I have had this work in the past with other applications, so thank you for reminding me of this little trick!
