Absolutely NOT true.
Depends on what you are looking to do. If you want it to look more like the motion of film you should deinterlace or even better yet convert it to 24p. It is all subjective. I think 24p is awesome myself.
It is true that you will lose some resolution but if you are not blowing it up you will not notice much of a difference.
Sorry, but artifacts and resolution are NOT subjective. It was already stated that DVD is a final goal. Deinterlacing in Premiere is just not a good option. There are better ways to get a film look if that's the goal.
I mean just to do regular video work, and have the output look like a regular digital video. I don't need a film look.
So for that, I should just leave it interlaced?
