Short shutter speed & progressive video in SD broadcast

I guess progressive video has to be converted to interlaced before use in standard definition broadcast in order to be compatible with old CRT TVs. Am I right?

Will video shot in progressive 25 frames/sec (PAL) appear stuttered after converting to interlaced 50 fields/sec (PAL)?

Or will the interlacing process smooth the difference between the frames, and the appearance will be as the footage was shot as normal interlaced video?

Does shorter shutter speed than 1/50 affect pictures I SD broadcast in negative ways?

In advance - thanks for your advice!
