    Perform a crude "time average" similar to blended fields

      Can I do this (http://forum.doom9.org/showthread.php?t=130897)in Premiere Pro CS3 or any CS3 application?

          The only possibility I am aware of would be to use Expressions in After Effects.

          If you have an identifiable object (eg mouse cursor), you could use the motion tracker to generate time-based data on position and then use code in an expression to manipulate that data. But Expressions are designed to facilitate compositing, not data collection, so getting the data out might not be straightforward.

          Suggest you search the web on "After Effects" and "Expressions" if this is new to you.
