I know the thread is lengthy. There are a lot of other suggested workflows using the CS3 tools. I think you'll find that none of these will give you the results you're looking for.
Please take the time took look at my posts in that thread. I suggest using some freeware tools that will make much nicer looking output than using the Adobe products alone.
I know it's not as simple as 1,2,3... but it really is not too hard to follow. I am certain you'll be pleased with final result!
Without having read the threads entirely, I am not sure what the downscaling issue is and maybe way off-track here.
I have done it a few times (from 720p projects) and simply out put a 720p Movie and then imported them to a SD project and used 'Scale'.
I have also used AEFX to do the same thing. Use an SD COMP.
Results were excellent.

Yes, for 720p that would probably do fine. Things are quite different for 1080i.
Are these the suggested freeware tools?
Export tapes using your camera's built-in HDV>DV conversion (if you are only editing for standard def).
The fist link is just onformational about aspect ratios, but the others are correct. Also get QuEnc for MPEG2 encoding
