Poor jpg quality in video files

My apologizes if my questions are common knowledge.

In general, why does still photos look blurry and IMO crappy in video files (made in Premiere)? For example, why doesn't a 900 x 600 px. jpg in a 900 x 600 px. flv video look exactly like in Photoshop? Same goes for mov and wmv. I just don't get it. Why doesn't the encoder just map the pixels 1:1 as long as the image is not moving?

I take lots of photos and video, and want to make shows for viewing on the web. I've aware of all the Flash and Photodex applications, but my main limitation with these is the soundtrack flexibility, or lack of. I like the multi-track user interface of Adobe Premiere.

      Thanks in advance!
