The Audio Mixer within Premiere will lower the volume of any exported files. The audio volume control for your computer will have no effect on the volume of Premiere projects.
I'll leave the Audio Mixer where it should be, and use the PC sound level to save my eardrums.
Use the VU meters to determine the correct volume for the export, and then set the PC volume to be comfortable.

It's clearer to me now.
At first there's 20 volume adjustments, and I didn't want to go adjusting the end video's volume to match headphones to find we couldn't hear it on a TV. :-P
