Is the final output DV? If so, simply create a new project with the DV settings. This way you can pan-and-scale the HD footage.
Secondly, can you open the MP3 file in Soundbooth? If so, open the file in Soundbooth and export it as a WAV file and try re-importing.
Thanks for the advice. I have never worked with with soundbooth but i changed the file type to WAV but had to use IMA ADPCM for the Audio options because I could not save the uncompressed type. I was unable to hear the new WAV file but I still tried to import the new file and still recieved the same "error compiling movie". Any other suggestions?

How did you "change" the MP3 - what program did you use? You might want to explore Soundbooth, as Aanarav suggests. It works well with PP & Encore.
[EDIT] I use Audition, but think Soundbooth would be a good choice, as it is bundled in the Production Studio CS3.
Many folk have problems with MP3 files, for whatever reason. You should be able to convert to PCM WAV from any number of good conversion programs.
I use a fair number of MP3's in PP and have never had any trouble. Some others have never been so lucky.
