There's no way to do it in Premiere?

Look up "garbage matte" in the help file. It includes everything inside and removes everything outside. It comes with four, eight or sixteen points. After Effects can have unlimited points on a matte.

You could use PhotoShop to make a matte that can be applied in Premiere if you want to use a more "traditional" type eraser look.

Play around with the the 4,8 and 16 point garbage mattes (overlays). You might not get the level of precision you want but they can still be effective at removing unwanted "things" from the footage.
