TVs have what's called overscan. The outer edges of any video signal is just not shown. Normally, this is just something you live with, as the amount of overscan will be different on every TV, and it's nuts trying to compensate for them all.
Just watched a Lynda .com tutorial and it turns out that I haven't made it action safe or title safe.Is there anything I can do to correct this at this stage(when I'm nearly finished) asI said before like cropping the master or do I have to go back in and manually shrink each larger image?

Are you saying the photo "stops" at the edge of the TV and the edge of the picture is still there?
Overcompensate in your keyframes for this by nudging the photos a little bit more past the edge of your PC monitor - regardless of how it shows. I often scoot them an extra 200 pixels just to make sure they're really gone when viewed on any TV.
