I don't understand the question. If the original is 720 x 480 at .9 PAR, and the export is at 720 x 480 at .9 PAR, nothing has changed. Nothing has gotten smaller or larger.
The source is 720X480 black background with the subject taking up 75% of the area, the output is 720X480 with the subject taking up 50% of the area. No scale adjustments have been made.
See #1. I don't understand what you are doing. It makes no sense at all.
If it looks right in the Program Monitor, it should look right in the export if you are exporting properly.

That's very uncommon. Are you sure the source media is actually 720 x 480? Is the black border actually in the source file, or being added by players?
When you right click on the file from the bin and select Properties, what does it show?
