I don't think you can have two Program Monitors in Premiere.
What I do is I use a shortcut key to go back and forth between two different workspaces. One has a normal size program monitor panel, and the other has a huge program monitor panel. I also have a few other workspaces for audio, effects, etc that use two monitors.
you can always use the tilde ("~") key at any time to maximize (and then restore) any panel in PPro CS3. For the sake of program monitor size and viewing, this is a life saver...at least for me :)
Sure makes going to full screen storyboard, or full screen timeline or full screen program a cinch now. And it's instantaneous (wheras switching workspaces takes a second or two to complete)

What is the command of full screen so i can restore it back?
It is called "Maximize or Resore Frame" and it is in the Application section. Should be easy to find.
You can give it a different key if you want to use the tilde for something else.
It isn't actually the tilde key, because that requires the Shift key. It is the ` key
