I got Mac Pro 2.8, 8 core, and I run both cs3... and FCP on it. Find myself working on win more then mac due to faster render times.
You should have no problems. Premiere works just fine no crashes or any other problems.
One thing to remember thou. Your windows will only see 2 gb max even thou you might have more then 2gb of memory unless you will install windows xp 64 bit version (please no vista yet)
Another one: When you render, all 8 cores are involed, however, when you are trying to play unrenderd (red bar) material only 2 cores are being used for some reason.
Otherwise the machine is a beast randers real fast.
I use dual boot (leopard and xp 32bit)
I would add that I tried and did not like the Bootcamp "solution" when I had a little diversion into the world of 'MAC'.

I would stick to one platform and cross platform upgrade your package to a Mac version. Cheap (about $50 USD max.)

It's actually that programs like Premiere and After Effects will be able to use up to 2GB, unless you have the /3GB switch enabled. Windows will see and use up to 4GB on a 32 bit OS.
Windows will see and use up to 4GB on a 32 bit OS on normal windows machine, but not on Mac Pro (known issue)unless you use 64 bit
