You can do it in Premiere, but only manually. (You're brain and ears are the tools, here. When you get a silence longer than X, you just cut it out.)
If your audio application can operate on video files for both read and write, you might be able to automate the process outside Premiere.
From a quick check, it looks as though you can automate removal of silence between phrases in DV files in Sound Forge, for example.
