Depends on your project and safe zone settings. You are safe with anything less than 160x120, unless your project is even smaller.
1 Scale in the Effects Window
2. Project size dimension minus Safe Zone Setting.
(I am not going to even ask why you want to do this)
maybe I need to supply a bit more info about my situation
I scanned a letter size photo and then transferred it to Primere
Project settings are default Standard Pal
The Image appears to be too large
I am not sure how to make the image appear in the monitor safe zone area

I noticed in the tutorial I was viewing that their
Primere Pro had functions mine doesnt.
What version of Primere Pro are the tutorials based on?

by the way eddie can I capture audio directly by using Premiere?
Also Eddie I have a Sony Handie cam model# DCR-HC21E , do you know if Adobe has software to capture this video directly from the camera. I dont know the format and I cant find anything on the net about it. I do have their crappy software to make CDs thur the camera screens but I want to import it directly into Premiere if I can.

Thats a mini dv tape cam isnt it? Should be able to capture directly from it if it has a F/wire connection.
