did that at highest quality is there another setting I should adjust? here what it was set at.

48 kHz, 16 bit, PCM
VBR, 2 Pass, Min 1.50, Target 4.00, Max 7.00 [Mbps]
Those are the basic settings. Any problems?
its better but defiantly still noticeable???
How long is the program? What was it's source (DV, HDV, other)?
Im using DV As the source. As for media manufacturer I've never heard of that before and not sure how find out what I have.

Its only a 7min chapter and here is the test info

As a test I would suggest to sacrifice a DVD-R made by either Verbatim or Taiyo Yuden, burned with 4x speed. Also make sure that your burner's firmware is up to date.
Maybe you are just looking at a problem of the DVD player reading the disc. That can cause the image breaking up into mosaic-like blocks.
and use CBR with 7 Mbps. For a 7 minute video your target of 4 was far too low.
Changed the bit rate and seemed to fix it thanks!
