displaying footage shot in 16:9 on a regular 4:3 tv

I shot footage for the first time in 16:9 aspect ratio. After capturing and editing in Premiere Pro CS3, I exported the project and then made a dvd in Encore CS3. When I played the DVD for display on a regular 4:3 TV screen the people in the video scene were tall and thin and I didn't have the letterboxing effect that I thought I would have.

Any suggestions as to how to get the letterboxing effect? What settings should I use? Capture? Exporting? DVD?

      Thanks,

      Joe
