Jason, start with the Video Effect "Fast Color Corrector". Just drag it out to the clip in question. Then in the Effect Controls pane, you'll see a big colour wheel. Just drag the crosshair in the centre of the wheel out towards the blues and you'll find a good compromise. (make sure your playhead is over the clip in question while you're doing this).
You can also click on the eyedropper icon, then move over to the video frame in the Program monitor and click on something that is supposed to be white, like a shirt or tablecloth. This will give you some quick adjustments that might do the trick, or at least give you a good starting point to tweak from.

Does anyone know if there is a way to tell the footage to use a different type of light source? Or are you just stuck with what is shot?
You're pretty much stuck with what is shot. The forthcoming RED Scarlet, which shoots in RAW mode, will have other options. But for most video formats, it is what it is.
