Honestly, I don't see it. Perhaps the original for comparison will help.
Okay, here is an image for comparison:
The exported image is on top of the original. The red line is just a border overlay from Vista's snipping tool.
Do you see the pink line on the top left corner?
With the image scaled up, yes now I see it.
Unfortunately, I've never seen this before, so I'm not sure what might be causing it.
What kind of original media? What project settings? What export settings?

I've tried exporting in different formats with the same result, and even a 1280x720 export has the same issue.
It may or may not be relevant, but why don't you just use CBR 80 Mbps if you're going to set the VBR bit rates like that? You're just wasting time doing a 2-pass VBR with those settings.
I've never seen that pink band in any exported footage, ever.
One possibility is that by going to 720, you're downscaling the original footage, which is 1080. (Though your export settings do show an 1080 export. What gives?)
Also, what project preset are you working in?
I have a question.......I am having trouble going from premier to encore. I'm sure it is my pixels. My image is very small when I play back the DVD. It's set at 720 x 480 and I can't seem to change it. Any assistance would be appreciated.
The specs for Video DVD do not allow that.
