It'll come with the driver.
But does DirectX have anything to do with Video editing or just games? Do I need to install it?
You don't need to install it separately. I don't honestly know the underlying architecture of Premiere to say whether or not it uses DirectX for anything.
I am with Jim, in not knowing what goes on under the hood, or in the 'fridge, when the door is closed, but some Adobe programs do use DirectX during their install proceedure. Do not have a comprehensive list in front of me, but PS is one - possibly PP too.
For XP you will need 9c (think that's a "C"), and Vista, some flavor of 10, IIRC.
Also, *should* install with your video drivers.
If there a reason you don't want Direct X? Its been around pretty long
and is reasonably stable therefore. Seems like it would be more a hassle
to figure out ways to 'not' have Direct X end up on your computer since
I believe lots of graphic drivers drag it along by default.
