Who cares? How big was it? How long did it take?
A serious answer should be along shortly. (I mean from someone else; I've never attempted this.) I might try taking a still from a section that shows the fingerprint best. Take it into photoshop and clean up so I have a mask of the fingerprint. Then bring it back in to ppro and try to compensate. But what settings would you use? Presumably there is something of the image getting through the fingerprint?
If you were creating a multimillion dollar movie for Hollywood, sure it could be done. Using Premiere for a home video, probably not.
If nothing else, let this be a lesson. Clean the lense frequently! I have had to learn this the hard way many times.

I don't know that you could do it easily in Premiere. You could do it in
After Effects. But.......How much time do you want to spend doing it? If
you were somehow lucky enough that the fingerprint remained over water
background, you could probably do with with a little track matte work, a
little blur, maybe a little rotoscoping. But, of course that finger
print will be right over either your face or the fish right?
