I need a very simple piece of advice. I need a camcorder desperately - ideally an HD recorder, but for now something affordable. The biggest criteria is that it works seamlessly with Premiere Pro. I work on a PC using Windows Vista and have a powerful graphics system.
When you guys import video, do you mainly import it from the actual camera or disc? What are the most important requirements I need to know with successfully importing video into Premiere Pro? I have the CS3 version.

Those criteria may not be possible. You can either get one, or the other. For affordable HD, you're looking at HDV cameras. For some they work nicely, but plenty of people report having issues of one kind or another. For working seamlessly, you're looking at the P2 cameras from Panasonic (HVX200A or HPX170). These run in the $5,000 neighborhood, but the HD media just seems to work a whole lot better.
