Encore and Premiere are terrible at resizing interlaced material. I think that is the problem here.
Did you check with the cineform forum and their tech notes regarding exporting from Premiere to go from HDV to SD?
Here is what you need to do:
1. Export your sequence(s) as Cineform HD avi (high optimized) files. Use 720 x 480 and Pixel size of DV Widescreen 16:9.
2. Import these avi files into Encore and let encore do the transcoding before the burn.
Is it necessary to set the field Option under Keyframe and Rendering as is mentioned in the "Tech Notes" link I gave above, before exporting?
I don't have my notes in front of me, but I think if the frame rate is 29.97, then yes, the field order should be set to lower. However if the frame rate is 23.976, the that setting should be set to progressive (none).
