I imported some quicktime movies to CS3 Premiere,
It's strangle that I cannot add a keyframe on those video effects,
even I press Ctrl on the clips.
Please Help! Thanks!

Which video effect do you want to set a keyframe for? You have to apply an effect or use one of the built in effects like Opacity or Motion.

The searchable help said press Ctrl to add keyframes,
it works on the Opacity, but didn't work on the other effect like
brightness and contrast.
Is that just drag the effect to the clip for apply a effect?

You need to drag the effect on to the clip. Many effects have too many options to just click and set a keyframe. So you set the effect on to the clip and then with the clip selected, you look in the Effect Controls panel and set all of the parameters.
