    Editing Already Compressed Video

I have a client who wants me to edit already compressed video. All I will be doing is removing sections of the video and saving the pieces with new names. In other words, say I have a 1 minute video that is 2 megs I want to delete the first half and be left with a 1 meg file with the compression intact. Can do I do that in Premiere? If so, how? If not, is there any program out there that can do this? I don't want to import it and recompress on export, and I do not have access to the original uncompressed files.

      Thanks in advance!
