CS3 does not support it.

...but 2d3 is working on an updated version.
And if you have AE, you can use the Tracker to stabilize your shots, or you can use the SteadyMove plug-in, which works in AE. It's not supposed to, but it does.
How would I proceed to import it in AE ?
Does the Tracker works better than 2d3 Steadymove ?
The tracker is more complex than 2d3, but used correctly after some (a lot?) practice, you should be able to get better results.
Actually, it is the Pro version of SteadyMove that works in AECS3 but not in PPro CS3. I think the bundled Premiere Pro version that came with PPro 2.0 *will* work in PPro CS3.
You can run the installer again and point it to the CS3 plug-ins folder, or you can try manually copying the folder from your PPro 2.0 installation to your CS3 installation.
I only use the pro version and not the bundled version, so I can't tell you for sure.
