I am not sure what you are trying to do, but you can either adjust the "Clip Volume" or the "Track Volume", have you tried these?
Try using "Audio Gain".
You can use the Dynamic Audio effect to get a consistent audio level across a clip (when applied to a clip) or across a whole track (when applied to a track) using the audio mixer. Just remember that the "Presets" do not work when using the audio mixer (a bug in PPRO 2 still there in PPRO CS3) so you have to set the controls manually.
Howard, I'm trying to have a constant volume across the entire video. Each clip has different levels and very time consuming to adjust each one individually.

Well that is the way you have to do it. There is no cheap lazy fix... In fact adjusting each clip is the correct/professional way to do it.
