I will cut the movies in premiere, than go to after effects and than i will import the flash movies in flash, to export them all together in a website.
Cut them at whatever size they actually are. Probably 720X576 for PAL.
Then take them into After Effects in a comp created at 550X300. If your footage can handle being 15fps, then use that. Otherwise, leave it at 25fps (assuming PAL).
Start reading the manual, the help file and watch the tutorials.

I have to agree with Mike. He had a specific question of the type that is not found in a manual anywhere. I doubt that there are any tutorials on the subject either.
The problem is that one way to do it is to create a project at that size in Premiere Pro, but I would not bother. Just rough cut in Premiere Pro at native sizes. Then scale them in After Effects, whi I believe will do a better job for him. Exactly where is that explained? Anyone? Anywhere?
