I have never seen the zoom bar tremble. What type of media are you using? What about the project settings? And, what about the OS?

Brian, are you using a Wacom tablet?
Dragging the Viewing area bar with a Wacom pen makes trembles the Timeline while doing the same thing with a mouse works like a charm, at least for me.
No, I'm not using any tablet...
However, yesterday after I posted this I uninstalled Premiere and reinstalled windows xp, installed Premiere again and the problem is gone. I don't know what to do because I want to use Vista.
I would like to know if there's any Sp for vista already...
Maybe that could be the problem.
I have the exact same issue (using Vista Ultimate). This is a brand new PC and did not come with XP drivers, so installing XP is not really a viable option for me.
This "tremble" doesn't seem to cause any performance issues... but it is pretty annoying. Here are the system specs:
Core 2 Duo
4 GB RAM
Nvidia GeForce 7600GT
Contour Shuttle Pro Jog Wheel
Try right clicking on a Premiere shortcut, going to the Compatibility tab, and checking the box for "Disable desktop composition."
edit: Obviously make the change while Premiere is closed, and then launch it.
