Im having exactly the same problem.
The only way around it I have found is to set VBR single pass to the same value for both settings but it doesnt look as good. The default cbr value is way to high for pc playback.
This needs to be fixed!
Did you know that if you click on the entries in the Format and Preset columns of the AME, you can set or re-set any parameter that you want?
There are a few export formats that mysteriously reset to their default settings when they get transferred from Pr to the AME. In these cases, you have to reset them once the AME opens.
It's a pain, but until Adobe fixes this issue, it's necessary.
Jeff, even that doesn't work here. It still goes back to the default value after changing it inside the Media Encoder.
What CBR bitrate?
Try setting the target bitrate that you want for CBR using the VBR sliders. Then switch to CBR and it should stick.
