I'd hardly call that process simple.
My own thought on the dust is that AE is by far the more capable program for things like this. It's unlikely Premiere could do anything that AE can't.

Aside from airbrushing every single frame in Photoshop, I doubt you'll get rid of it to your satisfaction. If your fix is working okay for everything except the building scenes, would it be so difficult to send out a frame sequence and Photoshop just those parts? Or is it just too much video to deal with? If it's just ten seconds or so that looks bad you'd be surprised how quick you can airbrush or clone those frames one at a time in Photoshop once you get on a roll. Ten seconds is only 300 frames at 30fps. I could airbrush one tiny dot on 300 frames without even taking my shoes off.
