Dust spot on video- How do I get rid of it?

I rented a Canon XH-A1 (HDV) for an aerial shoot. Since the the view finder on this thing is dinky, I didn't realize that I was shooting a pretty annoying dust spot (I think it's on one of the neutral density filters).

At any rate, it doesn't matter now, I have this plop in the upper right hand side of the screen which is pretty evident where you see sky. To make matters worse it moves around a bit.

I tried to fix it in AE with the clone stamp but as the shots pan over buildings, it looks awful and becomes a whole other issue.

Is there a way to do this in Premiere?

      At my wits end................... Thanks
