I'd suggest creating some graphics in Photoshop. For instance, a large graphic (double video resolution), that's got a black layer set to 50% transparency, and a hole in the center of whatever size you think you'll need. Also, make a few arrows and save them as individual files. You can rotate them or animate them any way you like. I'm actually working on a soccer highlights reel right now for my daughter's varsity team.
Check out the Titler. You can easily create shapes with that.
For the shaded circle you will need a shape title, a color matte, the opacity effect and a blur effect (like Fast Blur).

[Edit] Though this was written for Premiere Elements, there was also a PrP version (can't find it now), but everything translates to PrP and is actually MUCH easier there.
PS for quick symbols, I find the WingDing and WebDing fonts very useful. Also, Illustrator ships with a ton of symbols, that can work well too.
