If whatever you have is bug infested, you have to clean it up yourself. For advise, give details.
I have the same problem, and there ARE no details. The latest CS4 update cripples the Media Encoder. It's bug infested directly from Adobe.
I allowed Adobe Updater to install the update. Media Encoder install gives a cryptic "did not install" message... no reason, just didn't install.
Now, when I attempt to export to Media Encoder, it simply FAILs to start. Gets a Popup saying it crashed, and to contact the Adobe Support team. Nothing else.
I even tried downloading and installing the ZIP version of the update - PremierePro-4.0.1-mul-AdobeUpdate.zip
It won't even install.... First panel says "can't install Press the QUIT button."
A re-install of CS4 Premiere fixed it (temporarily, until the next update comes out).

Found a better way.
Get the update for Adobe Encoder from Encore.
Open an Encore project.
The update downloaded from Encore installs, and corrects the problem.
You'd think they'd only have ONE download point, but they've got a DIFFERENT set of files for each of the CS products.
The Encoder update from Premiere is corrupt.

You have resurrected a very old thread. This thread is about a long-obsolete version of Premiere Pro, CS4. It has been long EOL'd, with no new bug fixes or updates since the advent of CS5 way back in 2010.
